This article is pretty misleading. It notes that the Cardinal was out of the country when the decision was made to admit the child, and then cherry picks quotes to suggest he may have supported excluding the child, or that he is writing policies to that effect. Of course we have phones now in the 21st Century, and he approved admitting the child from Portugal before the decision was announced. The Cardinal has been very careful to respect the views and the authority of the pastor, but he makes it pretty clear that the policies being formulated will not be excluding any similar children.

But don’t take my word for it, read his blog:

Catholic schools exist for the good of the children and our admission standards must reflect that. We have never had categories of people who were excluded.

Theorehetically - A policy could be: the parents of all children must live according to the teachings of the Catholic Church, and bring up their child accordingly.

The child needs to be considered as well as all the other children.
