Breaking: Food crisis in Africa

It seems Africa is always facing drought and the people are in dire need. I don’t know if it is necessarily from climate change. Can’t they construct buildings around their country to store food and water to help out in times like this. How many people have starved to death in Africa the last 50 years because of drought or war? I would like the money to go for storage and disbursement of food so they are prepared.
 
They say, “Africa” but then only mention places in East and Southeast Africa (and one of those crisis is entirely government manufactured).

It’s kinda a big place.

(I did some West African history stuff in grad school. The blanket “Africa” statements usually end up irritating me).

Africa has poor waterway/river systems, unlike other continents.
