Yes we can bless water to make it Holy.
I went to pre-baptismal class a few months ago and one of the things they taught us was that we actually become priests when we get baptised. It is referred to as Baptismal Priesthood.
I looked it up and it says that when we are baptised we become members of the common priesthood. (see Cathecism of the Catholic Church #1268) We were told in class that this allows us to give last rights to a dying person if there is no priest available, and we have the power to bless.
