The role that the OT prophets served has been fulfilled in Jesus Christ, who is now our true Mediator between us and God. The Patristic understanding of “prophet” in the NT is more of a teacher and educator (which was one of the roles the OT prophets certainly served).

If your question is are people “born” with prophecy or can they receive the gift at any point, I think there isn’t a definite answer. I’m pretty sure Jonah was called later in life (but the problem is we don’t get their entire life story). Also, Not many people consider David as a prophet but Jesus points to fulfilling the scripture and David was one of the authors (as I recall).Because of the age of the person,he was 49
