I was taught that ANY church under the jurisdiction of Rome is open for ANY Catholic. After all, a Catholic church is A CATHOLIC church no matter what rite. And a Catholic Priest is a Priest no matter what rite they are in. A priest is a priest is a priest.
As for obligations, if you are Roman, you should follow Roman fasting days and holy days of obligation, unless you get a canonical transfer to an Eastern Rite Catholic church then you follow their rules. As for sacraments, any are open for any Catholic.
You cannot, however, take sacraments from an Eastern Orthodox Church without permission from your bishop and I think theirs too.
