Can priests validly consecrate the Elements outside of Mass?

The solution to this thread is painfully obvious.

It is so obvious that no one has yet discovered it.

This is an example of “can’t see the forest for the trees” syndrome.

People: you are trying too hard to over-analyze the OPs question. The answer, and more to the point now, the reason behind the answer, is much simpler than so many people want to make it, because everyone (so far) is looking for complicated answers to a rather simple question.

When you hear hoofbeats, don’t go looking for zebras.
 
And I disagree with malphono. The confusion is not because of his/her being Oriental.
It’s “he” … And it’s NOT a matter of confusion on my part.

But (and this is directed to the thread in general, not to a specific person) it really doesn’t matter: I should never have gotten involved in this thread in the first place. But of course hindsight is always 20/20 … 🤷
 
I still do not understand the question. You are asking about “when.” The Church doesn’t address the issue of “when.” The Church says that although it can be done, it must never be done.

I thought that my question was simple and uncomplicated .

I think I know what you mean. Sometimes we may think that we can ask a question or contribute to the discussion having no intent of malice what-so-ever, and then everything turns sour and we seem to be caught in the midst of it. Well, Happy Easter!
