If the priest does not sign the marriage license during the sacramental marriage, which is NOT required, and doesn’t have to be done (it is NOT a part of the ceremony, but is separate), YES, you can get married civily outside of the sacramental ceremony. My parents, as well as my grandparents, went to city hall to get married civily, and then at a later date got married sacramentally at the Church. So yes, it can be done, and yes, you can only be married legally once. Correct. Again, civil marriage has nothing to do with, and is completely different from, a catholic sacramental marriage.
