Canon law is clear regarding a priests ability to Bless.The situation currently is that individual Bishops decide if blessings at Communion are permitted in their Episcopal areas. In England and Wales for example ALL Bishops permit this - and the Vatican is aware. I understand that the guidance coming out is going to formally ask all Bishops to decide as some have not pronouned which creates confusion.
The letter others refrrred to is a private letter and has no legal status. There is a sticky on this.
During the Mass the priest acts in the " persona Christi" person of Christ.
I see no action from the Church that will ever limit the blessings of a priest during mass
nor is one expected!
Private letters are often confusing and the original letter was clearly muddled, just look to the many interpetations that was formulated from the posting.
