ProVobis is correct. The CCC clearly teaches the primacy of conscience, though we are obligated to form that consciences.

In any case, I have no idea what “assent” means in this context. Any change does not call for, or need assent. Unless one is in a position that the change affects, no action is needed. One that is in this position, still has the option of acting according to conscience. Let us take the most extreme case of allowing communion for someone that you think should not receive. If you are that person, do not receive. If you are not that person, reception is not your decision.

Let us say you object to girl altar servers. There is no call for assent. If you are a girl, do not serve if you object, or do not work with altar servers. Such actions are not dissent. I think most of the people who are of a strong opinion on this synod are not even going to be affected by it.
