I think this is much ado about nothing. Whether or not someone is “permitted” to use a condom is a wholly different moral question then whether condoms should be encouraged and handed out.
The moral principles involved in using a condom are either: principle of double effect or principle of the lesser evil. Both are hotly debated and, ironically, sidestepped by the Holy Father’s remarks about a homosexual prostitute.
The moral principle involved with encouraging/handing out condoms is the principle of material cooperation with evil. Even if the Pope said “condoms should be used by all fornicators/homosexuals” it still doesn’t address whether encouraging/handing out condoms is allowed as a “remote material cooperation with evil” to avoid a greater evil.
I don’t think much changes in regards to Caritas’ mission and ministry. If they attempt to draw out more expansive statements from the Vatican they’re going to be disappointed. The Church is more concerned with getting people to stop immoral behavior than how they are engaging in the immoral behavior. That means that the Church isn’t going to be asking anyone to stop using condoms in immoral behavior, they’re going to be asked to stop the immoral behavior.

If they tried doing this through private channels that would be one thing, but they have released a public statement/press release on their website about it
