Not all Filipinos understand English. A lot of Filipino common people have a thorough understanding of Tagalog, but hardly any functional knowledge of English.

I’m sure people try to explain stuff in English here but when a question or statement is given in Tagalog I’m thinking it’s impolite to post a reply in English. The general assumption is that if a person posts in Tagalog, that’s what he/she understands.
