There is a precedent. Bishop Leo Maher publicly excommunicated a pro-abortion politician several years ago. He did not receive support from any of his fellow Bishops.
If Bishop Leo Maher of San Diego had had the courage publicly to excommunicate Assemblywoman Lucy Killea in 1989 against the obvious wishes of Pope John Paul II, this excommunication would have been a seismic news event, and it would now be well known. Unfortunately, it never happened. Bishop Maher merely told Assemblywoman Killea not to receive Holy Communion:

It’s insufficient merely to tell politicians such as Assemblywoman Killea to refrain from receiving the Eucharist. Such politicians must be publicly excommunicated by name for the sake of the lives of unborn children, for the sake of the faith of Catholics, for the sake of the welfare of society, and for the sake of the salvation of the politicians themselves.

Apart from imploring the Holy Father to consecrate Russia (where legalized abortion began) to the Immaculate Heart of Mary in keeping with the message of Our Lady of Fátima, there is no other solution.
