I wondered if this practice had been ended all together.
"(POSTED: 2/16/10) Cardinal Francis George is poised to revive an old – and somewhat controversial – tradition in the Archdiocese of Chicago: bestowing the honorary title of “monsignor” on certain priests.
In recent months, the cardinal relayed his intentions during a meeting of the Presbyteral Council – an advisory group of priests – and in a letter sent out to the clergy, according to several clerics.
In the letter, George indicated “he’s submitted some names for monsignor” to the Vatican, said the Rev. James Presta, rector and president of Chicago’s St. Joseph College Seminary.
Added the Rev. Jeremiah Boland, administrator of Holy Family Church on the Near West Side: “He did announce [in the letter] that he had begun the process . . . that he’d written Rome.”
The pope bestows the honors that carry the “monsignor” designation, but he often does so at the request of a local bishop. This apparently is the first time George has actively sought to “make” monsignors since becoming archbishop of Chicago in 1997."
