Chilean Bishop denies communion

Does anyone know why someone would be recording a video of a Bishop in Chile denying communion to a faithful while kneeling? My wife says that it looks staged. Can’t help but think why then would there be a person recording during mass?
 
Did he deny them Communion because they were kneeling?

It may have been videotaped because people want him to stop doing that, if that is what he is doing.
 
From what I can find online, the Mass itself was being recorded by the Archdiocese of Santiago (as it was the archdiocese’s Chrism Mass), and the video was excerpted from the archdiocese’s recording.
 
I’m trying to think back, but I believe the they said the diocese was recording this mass hence the angle of the shot.
 
We live in a very strange age.
  1. Did this really happen?
  2. If it happened, why did it happen?
  3. Was that kneeling person in a state of mortal sin?
  4. It is a local Chilean problem - if it’s even a problem.
  5. It does not affect me in any way, shape or form, so…
  6. Who cares?

Mabye the bishop New something everyone else didn’t about the person he refused communion too
