usually, my parish gets the tree up 3-4 days before christmas, regardless of when the fourth Sunday is, but the lights never get turned on until the evening of the 24th.
Unless Christmas falls on a Monday or something, the rest of the decorating is usually done on the 23rd (ie, after the last Mass in the church before Christmas eve). It works ok because there’s lots of homeschooling families, so they usually do it.
