I think you are mistaken. I have never heard of Catholics being restricted from bringing the message of Christ to the world in the Church’s past. Infact we see all throughout the Church’s history of Catholic missionaries going out into the world for the very purpose of converting non-Catholics. Jesus himself doesn’t charge just his Apostles to preach to all nations, but infact Jesus mandates that “ALL” his disciples go out and spread his Gospel to “ALL” nations.

Plus, in the meantime, while a Catholic Bishop talks to a non-Catholic Bishop and Pope talks to a nonCatholic Patriach, then regular Orthodox and Jewish layman are going to Hell forever. This obviously would not be in accord with our Lord’s own mandate of reaching all people for the purpose of bringing them into the Catholic Church…
