Numbers 11.25-29.
“Taking some of the spirit that was on Moses, he bestowed it on the seventy elders; and as the spirit came to rest o them, they prophesied.
Now two men, one named Eidad and the other Medad were not in the gathering but had been left in the camp. They too had been on the list, but had not gone out to the tent; yet the spirit came to rest on them also, and they prophesied in the camp.
So, when a young man quickly told Moses,’Eidad and Madad are prophesying in the camp,’ Joshua, son of Nun, who from his youth had been Moses’ aide, said, ‘Moses, my lord, stop them’ But Moses answered him, ’Are you jealous for my sake? Would that all the people of the Lord were prophets! Would that the Lord might bestow His spirit on them all!”
Mark9.38-41. ‘John said, ‘Teacher, we saw someone driving demons in your name and we tried to prevent him because he does not follow us.’
Jesus replied, ’Do not prevent him. There is no one who performs a mighty deed in My Name who can at the same time speak ill of me.
For whoever is not against us is with us. Anyone who gives you a cup of cold water to drink because you belong to Christ, Amen, I say to you, will surely not lose his reward.’
Matthew 16:18.’And I say to you, you are Peter, and upon this rock I will build my church, and the gates of hell shall not prevail against it, I will give you the keys of the kingdom of heaven. Whatever you bind on earth shall be bound in heaven, and whatever you loosen earth shall be loosed in heaven.”
The explanatory notes in the New Standard American Bible (NASB) with ref. to Matthew 16.19 states, “The keys to the kingdom of heaven: the image of the keys is probably drawn from Isaiah 22:15-25,where Eliakim, who succeeds Shebhnah as master of the palace, is given “the key to the house of David,” which he authoritatively ‘opens’ and ‘shuts’(22.22).
That the keys are those to the kingdom of heaven and that Peter’s exercise of authority in the church on earth will be confirmed in heaven show an intimate connection between, but not an identification of the church and the kingdom of heaven.
John6:44:’ No one can come to me unless the Father who sent me draw him. And I will raise him up on the last day.’
John6:37: ‘Everything that the Father gives me will come to me, and I will not reject anyone who comes to me.’

Catechism of the Catholic Church (CC819) says: “Many elements of sanctification and of truth are found outside the visible confines of the Catholic Church: the written Word of God; the life of grace; faith, hope, and charity, with the other interior gifts of the Holy Spirit, as well as visible elements. Christ’s Spirit uses these Churches and ecclesial communities as means of salvation, whose power derives from the fullness of grace and truth that Christ has entrusted to the Catholic Church. All these blessings come from Christ and lead to him, and are in themselves calls to Catholic unity.”
As Cardinal Ratzinger (Pope Benedict XVI) says in ‘Journey towards Easter’ page141: No one has the right to excommunicate.’ We should adopt a constructive, reductionist and revisionist approach.
