Sixtus,The Church does not approve of the Sacrament on Holy Saturday.
In fact it should not be administered between Good Friday and Easter Sunday.
In fact I received the Sacrament today but that only because my work prevents me from getting to the Church at the usual time.

The last ime I checked "the sacrament of penance" from your quote was te same thing as going to “Confession” or receiving 'Reconcilliation"

The sacraments then that would be prohibited would be the Sacrament of Matrimony [marriage], Holy Orders [ordination]. As the sacramens of Initiation [Baptism, Confirmation and Eucharist] will occur at the Vigil, they are appropriate for the day [at the Vigil Liturgy]. No regular daily Mass would be said, etc…
