If it continues “…if they are innocently ignorant of Christ and His Church.”, then there would be no heresy. In fact, this would simply be a reinteration of the Church’s perennial teaching.
If, on the other hand, he was saying that you can reject Christ and His Church and be saved, this is obviously heretical.
