And the bishop will (or can) allow a minister that is protestant and doesn’t believe as the church to marry the individuals; but not a civil Judge?
He can allow either.
I don’t quite see why? Seems like trust to me?
You’ve misunderstood something along the way here.
A sacramental marriage I understand needs to be done by the church.
ANY marriage involving one of both Catholics needs to be done in Catholic form.

OR when one party is not Catholic it can be done outside Catholic form with permission from the bishop.

OK. Myself personally if I were getting married to a non-Catholic. I would insist they get baptized anyway. But I am trying to understand here what makes a sacrament. One of the 7 sacraments marriage and just an average marriage. It’s the baptism. Not the person being Catholic or not. And of course pre-cana is required. I’m not sure what that is, and may never need to know. I want to understand this sacrament though. The CCC gives things in bits and pieces and I don’t quite follow it’s form. Cannon law is even harder to piece together.
