Yes, there are places in America (as in, USA) here and there where one can receive Holy Communion as of now.
This could of course change at any time.
I would further note that the government has not “banned” anything. Bishops and priests are taking the necessary precautions to comply with public health rules. The government shutdown orders for both the state of Pennsylvania and the state of Ohio list religious organizations under the businesses exempt from the shutdown. We have been under shutdown/ stay at home for a week here in the county where I work, but are still permitted to go to area churches that have been left open to pray. Many of the Catholic churches are also holding Adoration, stations, confession, etc as long as we maintain social distancing and don’t crowd the church.
By the way, regarding “the world”, there are a lot of parts of the world where this hasn’t really hit yet and they’re still having “business as usual”.
