Respectfully, I don’t think it varies by region. There is a hot summer almost everywhere during the year. Just because SF has more months of warm weather, does not mean it is more acceptable.This may vary by region. When I lived in South Florida, this was more common at weekday Mass. Where I live now, not so much.
The OP asked for opinions because he wants to attend Mass respectfully dressed. No opinion is intended to keep him from attending Mass as I read it. Grungy work clothes and work uniforms, which are probably loose fitting, does not compare with skin clinging bike tights. How would you answer a young fit woman who enjoys a walk to the community pool in her bathing suit who would like to stop by and attend morning Mass?Do not let the opinions of others keep you from Mass.

I love it! As an avid cyclist, it warms my heart to see these champions take the time for their faith. I wish the media would show this sort of thing more often.Some of the competitors used the opportunity to visit the Grotto .
I guess you missed the part where the OP said he’s looking to get to more daily massesthat’s the only way - to get you to into a church ?
I understand - that part - but ‘cycling clothes’ - is my issue -mass - right along one of my favorite cycling routes.
