I am dissapointed by the responses so far. I’ll let others handle the etiquette part, I’ll just give a man’s perspective, more to the point a father of girls perspective.
I thought this could be a misunderstanding until I read where the op has not told the husband for fear he may “rock” the boat.
This is a huge red flag amid a ton of other red flags.
1 a person in authority giving a minor an expensive gift.
2. The op herself not wanting to offend the person in authority or examine the possibility of him not being in a position of authority over the child.
This could be a boss, an accordion instructor, a principal, a priest, or a coordinator of volunteers at a hospital… Even a neighbor that has her pet sit. It is classic grooming behavior. It’s as if none of the other posters have ever taken a safe environment class!
Like I said the op doesn’t want to tell the alpha that his daughter is getting expensive gifts from men…
Yikes.
While I may not fly off the handle in a rage, I can tell you I would take care of this situation bluntly, and assuredly. Then, family friend, parish priest, respected leader or not I would shut any opportunity for that person to ever ever be one on one with my daughter. Ever.

Seriously. It is not appropriate for an older man to give a young girl, especially a minor, a gift of clothing. Just…no.
However, OP, let’s leave that aside for the moment. The mere fact that this is causing secrecy between you and your husband is a problem. The most important human relationship in your family is between you and your husband. Having a situation in which you have to keep something a secret from him implies that either a) he’s an abuser who will blame and punish you for this situation, which is itself a problem or b) that there’s a problem with the relationship between this other guy and your daughter.
Also, consider for a moment the very real likelihood that your husband will find out about this eventually, and that there will be serious damage to the trust between you when he does if you kept it from him.
I have a hard question for you: why do you value this guy’s opinion of you and your daughter over your relationship with your husband?
Normal men do not give young girls expensive clothing gifts. At a bare minimum, he may be so socially unaware that he’s quite literally dangerous for his employer to employ. Even if nothing happens, for example, it’s epically stupid in this day and age for an adult to be alone in a room with an unaccompanied child and no possibility of oversight, but someone dense-yet-innocent enough to give a young girl a gift like that without meaning something would be the type to do something like that. This is why we’re taught in safe environment classes that if a kid wants to meet with us alone, alone means in the church sanctuary, preferably with the usual video cameras going, or perhaps outside on a bench where someone could walk past…not in an office and behind a closed door!
Lastly, you’re teaching your daughter to keep secrets from her dad, specifically about how another man treats her, and that that’s both normal and okay. Is that the lesson you want her to learn from this?
I repeat: either he’s grooming and he’s dangerous, or he’s so socially unaware that he’s dangerous.
OP, I’m not trying to be unkind to you here, but I am asking hard questions of you because this is such an important area for you, your marriage, and your daughter. I’m also asking them because a close family member was victimized by a pedophile for years while following a lot of the steps outlined above. In this case, the parents’ marriage wasn’t good, the pedophile paid a lot of attention to mom, mom was flattered because her husband hadn’t been, and mom grew to consider the pedophile a good, close friend. The whole time, he was using her to get at the kids. He groomed them plenty too, with gifts and special attention, but was doing some pretty unspeakable stuff while he was at it. Of course, the kids knew that Mom wouldn’t believe them if they said anything and would probably punish them for saying it anyhow, and were too scared to tell Dad for a variety of reasons.
