When it comes to priorities, and emphasis, yes, it is a zero sum game.
I was in a parish where every Sunday the Masses were booked up in advance by various social action causes. One Sunday they emphasized Christians should be concerned about abortion. The next Sunday they emphasized parishioners living in that public school district should be concerned about the upcoming vote to restore funding for teaching German in the public high school, which had been slashed in the prior year’s budget cut.

I would estimate the next 20 Sundays being booked up by whatever issue was promoted by the media, then maybe allowing one Sunday to emphasize Euthanasia. Obviously if parishes or dioceses emphasize everything, they emphasize nothing. If people are warned by the diocesan newspaper to be “concerned” and take action on everything, they end up not being able to be concerned or take action on anything. If everything is urgent, nothing is.
