They do this at my parish too–I agree, it’s a good thingAlthough, it certainly would be nice to make it a community event every day. At the Cathedral of the Immaculate Conception in Tyler, Tx the Community prays Morning Prayer at 6:45 AM before Mass. At Blessed Sacrament Parish in Dallas, Tx, (this is a few years ago, they may not be blessed with the same Priest any longer, I do not know), the Priest Prays the Major Hours publicly, and all are welcome to attend.
Actually the obligation extends to the entire cursus, under normal circumstances.Just because you haven’t seen one in years certainly does not mean your Priest isn’t praying the Liturgy of the Hours. As it has already been pointed out, every Priest is obliged to pray at least Morning and Evening prayers daily.

The only thing I have in writing is a response by the CDW to a dubium raised by the USCCB about the proper time for reciting the Hours and what the obligation is.
