How would a person be imputed with a soul upon conception if it weren’t for God? Humans are obviously not capable of doing such a thing on their own.
Where did he say that that response was Church teaching?Okay.

So, to answer your question, yes, God actively takes part in conception.
God. speaking in His Word…the Bible…reveals that He loved you and knew you before ever a thing was made. Therefore, He actively chose a PATH of creation that went through “the neighborhood” of your birth…and His ineraction with you and your children.Okay.
