I think purgatory is a defeat for the devil. So why does he spend so much time tempting us to less serious sins? Is it so we despair?

Because all sins are damaging to the soul. Even if a non-mortal sin doesn’t doom a soul to hell, it still further inclines the soul to sin.So why does he spend so much time tempting us to less serious sins?
Because small sins form bad habits, which makes it easier to tempt you to commit serious sins.So why does he spend so much time tempting us to less serious sins?
The devil would certainly like to tempt us to all the most serious sins that we could possibly commit. If permitted, he would certainly afflict us with constant and horrifying abuse, never giving a moment of rest or peace. So why does he spend so much time tempting us to less serious sins? Is it so we despair?
