Your quoting of the Code of Canon Law 884§3. is in accuate.

Please refer to: vatican.va/archive/ENG1104/__P2T.HTM
it actually reads:

Catholic ministers administer the sacraments of penance, Eucharist, and anointing of the sick** licitly to members of Eastern Churches which do not have full communion with the Catholic Church if they seek such on their own accord and are properly disposed.** This is also valid for members of other Churches which in the judgment of the Apostolic See are in the same condition in regard to the sacraments as these Eastern Churches.”

I’ve added the bolding.

The quote you add speaks of the matter of validity from the side of the Catholic minister. Hesychios is still correct though because the code still exhorts the Orthodox person to follow the disciplinary code of their own Church and seek the permission of their bishop to recieve Catholic sacraments.

As Hesychios said, the practice of the early Church was that you were only to commune with those who held to the true faith. So if you look at the history of the Church you will see that various Churches had dyptichs which listed the orthodox bishops of the major sees as a sign of who they were in communion with. You will also see various patristic writers telling their flock to not commune with heretics. For example, Severus of Antioch who was a supposed monophysite declared in a letter to a member of his patriarchate that they could not worship with those who followed the council of Chalcedon. And if out of necessity they were forced to worship with the Chalcedonians they were not to recieve the sacrament.

I couldn’t find the exact quote from St.Chrysostom (mentioned above) but I found these…

“The bishop of Constantinople shall have the primacy of honor after the bishop of Rome, because his city is New Rome.”
~Council of Constantinople I, Canon 3, 381AD

“The first see, therefore, is that of Peter the apostle, that of the Roman Church, which has neither stain nor blemish nor anything like it. The second see, however, is that at Alexandria, consecrated in behalf of blessed Peter by Mark, his disciple and an evangelist, who was sent to Egypt by the apostle Peter, where he preached the word of truth and finished his glorious martyrdom. The third honorable see, indeed, is that at Antioch, which belonged to the most blessed apostle Peter, where first he dwelt before he came to Rome and where the name Christians was first applied, as to a new people”.
~Decree of Damasus 3, 382AD

“Therefore if a man does not want to be, or to be called, a heretic, let him not strive to please this or that man but let him hasten before all things to be in communion with the Roman See. If he be in communion with it, he should be acknowledged by all and everywhere as faithful and orthodox. He speaks in vain who tries to persuade me of the orthodoxy of those who refuse obedience to his Holiness the Pope of the most holy Church of Rome: that is to the Apostolic See.”
~St.Maximus the Confessor, 650AD

“It is not true, as this Canon states, that the holy Fathers gave the primacy to old Rome because it was the capital of the Empire; it is from on high, from divine grace, that this primacy drew its origin. Because of the intensity of his faith Peter, the first of the Apostles, was addressed in these words by our Lord Jesus Christ himself ‘Peter, lovest thou me? Feed my sheep’. That is why in hierarchical order Rome holds the pre-eminent place and is the first See. That is why the leges of old Rome are eternally immovable, and that is the view of all the Churches.”
~St.Methodius, 865AD
