Pope Francis elevated five prelates to the College of Cardinals at a consistory on Wednesday afternoon, June 28.

It is pretty remarkable to see an AUXILIARY Bishop and an Apostolic Vicar elevated to Cardinal! Very odd situation where an Aux Bishop and a vicar outrank a metropolitan!

It is weird… An auxiliary bishop outranking his bishop is strange. Why not give him his metropolis before making him Cardinal.

They don’t outrank their metropolitan. The college of cardinals is a body of clergy that support the roman church. It’s is not a new ordination or higher rank. The highest rank is “bishop”. Administratively they are still outranked by their metropolitan. In the past sometimes laymen were cardinals.
