It’s on a case by case basis, but in Fr. Neuhaus’s case, he was a trained theologian, who was known to be fully conversant with the Catholic theology he was embracing. He had been involved in much ecumenical theological work. His two sponsors when he was received into the Church were theologians: George Weigel, and (later) Cardinal Avery Dulles. And that, certainly, is not the norm. And the one year wait is the minimum, since the Sacred Canons do not permit a neophyte to receive Holy Orders.
The Anglicans in these parts had Fox up here a few years ago. Anglican friends (who did not attend) tell me they lost money on it.
Although I cannot, of course, condone any priest leaving the Catholic Church and entering a Protestant ministry, I can certainly understand, and not at all fault, Protestant clergy for being selective of whom they admit into their numbers. We do that, too. Another former Anglican clergyman of Vancouver Island, also with advanced education in theology, was a Catholic many years before his ordination was approved - by Rome, since he was married. Very much case by case.
