well, I actually blame francis for many things. He is the head of the Vatican, but not the head of the Church. He is not the pope. I doubt anyone anywhere will convince me otherwise. I've read too many interesting documents. And I am scrupulously careful about what I read. i know there are many liars in the world. A real pope does not do and say what F does/says. The Church's enemies planned for centuries to take over the Church and they finally .. more/less succeeded. But again, they took over the Vatican, not the Catholic Church.. (that doesn't appear to make sense, but what is happening in modern times does not make sense. That's why Catholics are largely confused..) Lefebvre wrote a book To Confused Catholics (or something like that)Do not blame the pope for this one, as Vigano answers to him. Pope Francis does not have the time to examine the faith lives of 1.25 billion humans. He must delegate. Blame the delegates. For politicians, excommunication must begin at the local Ordinary (Archbishop). In these cases, their locals are too timid or are employing prudence for some undisclosed reason.
