I’m not sure whether this instruction is for all worshippers, or just the priest, or maybe the priest and deacon.A bow of the head is made when the three Divine Persons are named together and at the names of Jesus, of the Blessed Virgin Mary, and of the Saint in whose honor Mass is being celebrated.
For the TLM, gestures of the laity at Mass are governed more by custom than by law. If needed, I’m sure someone could find references to our Lord and our Lady being honored with a bow of the head.
