This article from 2010. So, there can be no “Bush’s Fault” on this one. Halliburton or no.
KBR to Get No-Bid Army Work as U.S. Alleges Kickbacks (Update1)
The article mentions that, in March, KBR won a competitive bid for a one year $513 million contract which stipulates that the contract could be extended for an optional four additional years. Sounds to me like the Army is merely offering to extend it; as it said it might in the terms of the original contract won fair and square by KBR eight months ago.

I am just simply making light of the fact that KBR won a no-bid contract under the Obama Administration after it detached itself from the Halliburton umbrella.

But that’s a little misleading since it’s really just a provisioned extension of a contract won competitively by KBR 8 months ago.

Military contracts are guaranteed to be bloated regardless of who is in office anyway. If you have ever worked for a private firm that was contracted for government work you would quickly find that their is an unspoken agreement between pretty much all parties involved to bid quite a bit higher than the job would ever cost.

Apparently the “aggressive watchdog” was in place when the Bush Administration was awarding Haliburton contracts.
