This is a question that I struggle with. I know that from a certain point of view, they can be considered non-Catholic, in the sense that if they leave the RCIA process to resume their previous life, there is no canonical penalty - they aren’t bound by the laws of the Church, yet.
But, at the same time, they are already living the Catholic life (apart from receiving the Sacraments, of course) - they pray, they go to Mass, they participate in parish life - so, in a sense they are equal to Catholic children under the age of seven (who are certainly considered “Catholic”)
I think for the purposes of Marian apparitions, probably they would be considered “Catholic” even though from a legal point of view, they aren’t, yet.
