At what point in time did the early church begin to use this practice as the **final norm **for: doctrines,teachers,etc prior to scripture being compiled as one volume?
I won’t be argumentative about this. While there are ECF quotes regarding the use of scripture this way, and scriptural references to it (a lamp unto my feet and a light unto my path), the fact is the SS is indeed a post-apostolic era practice.
When did church ratify it as the final norm?
For Lutherans, it is ā€œratifiedā€ in the confessions.

Yes my friend the ECF did appeal to scripture and Tradition as well. But you are correct SS is a post-apostolic era practice.
