I think the 1985 date in that article is a typo. It is the only account which mentions that date. All others say 1983, including this one:
msnbc.msn.com/id/18827137/ns/health-aids/

But you claimed that homosexual groups kept the permanent deferment from being enacted for years. Do you happen to have any evidence which supports that claim?
