How do I know if I'm born again?

Because I was born again of water and the Holy Spirit at my Baptism, as Jesus instructed in John 3:3-5
 
Because I was born again every time I confess my sins in the Sacrament of Penance and receive forgiveness as Jesus said in John 20:22-23.
 
What does it mean to be born again?
Being baptised in the Name of the Father, Son and Holy Ghost, as Jesus commanded us. Then being obedient to Him and confessing our sins, as He commanded us to do.
1Jn 2:3 By this we know that we have come to know Him, if we keep His commandments.
1Jn 2:4 The one who says, “I have come to know Him,” and does not keep His commandments, is a liar, and the truth is not in him;
1Jn 2:5 but whoever keeps His word, in him the love of God has truly been perfected. By this we know that we are in Him:
1Jn 2:6 the one who says he abides in Him ought himself to walk in the same manner as He walked.

You are quoting the outward signs of being born again.
Being born again means you are born of the Spirit not of the flesh
Jn3:5-6. We die to sin and are alive in Christ. Rom6:11
You are set free from sin and became slaves to righteousness. Rom6:18
For as many are led by the spirit of God, these are sons of God Rom8:14
This is what it means to be born again!

One reason that you can’t be born again as an infant is you have no idea of the sin nature when you are an infant.
Rom6:17 states "But God be thanked that though you were slaves to sin, yet you obeyed from the heart that form of doctrine to which you were delivered.

How could you ‘obey that form of doctrine to which you were delivered’ as an infant?

Baptism is symbolic of dying(when you are under the water)
and being reborn(coming out of the water)

But repentance MUST come first.
You cannot repent and recognize you need a Saviour as an infant.

Then how do you explain these verses? From the NASB:
Act 16:30 and after he brought them out, he said, “Sirs, what must I do to be saved?”
Act 16:31 They said, “Believe in the Lord Jesus, and you will be saved, you and your household.”
Act 16:32 And they spoke the word of the Lord to him together with all who were in his house.
Act 16:33 And he took them that very hour of the night and washed their wounds, and immediately he was baptized, he and all his household.
 
Then how do you explain these verses? From the NASB:
He had to believe in the Lord FIRST. Then get baptized.
His whole family could be baptized after they believed in the Lord also. Do you think the Holy Spirit is going to enter an infant when the omniscient God already knows the infant will grow up to deny Christ?
Acceptance of Jesus as the Christ must come before regeneration.

What about an adult who apostasizes? Was not Judas one of the Twelve? This man was not elderly, he was working at the time. How do you know that infants and children were not part of his household?

I don’t understand the question.
Judas was not born again anyway.
