At the present moment no. Nor are we, as Catholics, bound to be united on this issue.
At the present time Pope Francis has given his opinions on capital punishment. Yes he is our supreme teacher, however at the present time he has not invoked his authority as pope. Yes as Catholics we should give the Pope’s opinion attention and be open to revising our own opinions, however as of the present time there is not a definitive binding of our conscience on this issue, which presently allows us the freedom to form our own opinion on the matter.
