In my hometown the priest gave both species, but where I am in Kansas the priest gives only one and drinks the other.
I think they are confusing the law that challenges the validity of Mass where there is no consecrated wine. The priest must consume the wine even if the people do not. However, he does not have to “offer” it to anyone else.Against canon law not to offer the Precious Blood ? Huh?

SELF Intinction, where the recipient dips the species of bread into the chalice is forbidden everywhere, but the priest offering an intincted Host to a recipient is certainly permitted.Intinction (the dipping of the Body (host) in the Blood (wine)) is not currently permitted in USA.
