How to “congratulate” non Catholic newlyweds

What if just one person was catholic and the older is non-catholic. What would happen if they married in a courthouse?
 
As you said, “wish them happiness in their life”. I often think that when not agreeing with the marriage ceremony. Instead of seeing them as a couple, if it’s an invalid marriage, wish each person happiness.
 
Just say congratulations. Not everyone is catholic, so you have to be able to have some sympathy for people who don’t do things the way you expect them to. The fact that they got married is enough.
 
You are right, that could be true. If any one that is not Catholic can weigh in, that would be interesting to hear.

Unless the Catholic received a dispensation the Church would not see the marriage as valid.
