Why would you need the authority to put it around their yard? You’d be fencing your own yard, not theirs. It’s if it was sufficient to keep the dog out, it’s not sufficient because I don’t have the authority to put it completely around their yard. If the dog can jump over the fence between our yards, it can jump over the fence to the street and come around to the front of my property. I also don’t have the funds to put up such a fence right now, especially not knowing if it will work, and there’s a good chance it’s a moot point because I might not be allowed to put a wooden fence up anyway.
Funds are a different ball of wax.
Not all privacy fencing is wooden, and if you don’t have an HOA, I’m not sure what they can do about what kind of fence you put up. That’s an HOA gig, not a town ordinance. One just stays out of the easement or understands that if one is put there, it’s that person’s responsibility to take it down and pay to put it back up, not the utility company’s.
