I’m not sure this is an “abuse”. Yes, RS calls for the plate to be retained, but many parishes all over the world don’t use them because they don’t have them, don’t have enough servers, or some other reason. It’s not ideal, but I wouldn’t call it an abuse - your bishops may agree, and hence the answer (or lack of) that you weren’t happy about.

I also second the COVID-19 question raised by @Montrose above. Is this recent? Is the denial of confession in the same time frame?

ETA: Please understand, I’m not trying to accuse you or excuse errant clergy, but we frequently see reports of problems on this site that are actually differences of preference or simply the result of being unhappy with a just decision.

Canon law is a tricky thing, and canons should not be read out of context. Communion on the tongue was addressed in RS from the point of view of the liturgy, but there are other parts that address “prescriptions” that might take precedence. If the secular government has prohibited anyone from placing their hand near another person’s face, obedience to that would probably take precedence over the liturgical freedom. I am not saying anyone has made such a silly rule, just trying to illustrate some of the conflicts that might arise from different parts of the law.

Cardinal Gracias of Bombay has been a consultor For the CDW, and Cardinal Ranjith in Sri Lanka was a secretary (#2?) in the CDW. They would probably have addressed any liturgical issues like this if it has been coming from the Indian Bishops Conference.

Another place you could write is the apostolic nuncio in New Delhi. He is the Pope’s diplomatic ambassador to India, but has some persuasive powers to use with the Bishops of India. Someone might give you an explanation. Your parish priest is the one who should give you an explanation.
 
Great advice upthread. Your Bishops conference has suspended communion on the tongue as a precaution during a world wide pandemic. You are not seeing an abuse but rather a shepherd protecting the sheep.

About communion plates, maybe you can raise money to purchase them

As others have said this is a Covid-19 issue which the CDW is understandably taking a hands-off approach to since there’s so much variation between regions.

I’ve come across many churches which don’t use communion plates in many parts of the world - including in Rome!

This isn’t something which the CDW isn’t going to be the least bit concerned about and neither should you. As a priest, I don’t use the communion plate in my parish but that doesn’t mean that I’m not careful about avoiding the host falling. As far as its importance goes, it should rank somewhere slightly above the colour of the carpet in the sanctuary.
Also I was denied of Sacrament of Confession for two times. In Last 3 months.
The CDF sure as anything aren’t going to go anywhere near this. Not only is it an individual matter it’s also a matter between you and your priest which could arise out of matters protected by the seal of the confessional.

Perhaps a footnote about exceptional circumstances added to RS would at least serve to calm those concerned that Bishops are running amok. It would seem that some need every conceivable scenario to be spelled out and catered for.

No, some Vatican offices, including this one, are located outside of Vatican City State.

It would be analogous to US Federal government agencies being located in the Maryland or Virginia suburbs, instead of in Washington DC proper — the Pentagon, the CIA, the National Institutes of Health, and so on. However, if I’m not mistaken, at least the Pentagon, and possibly others, have a Washington DC mailing address.
