I’m not sure this is an “abuse”. Yes, RS calls for the plate to be retained, but many parishes all over the world don’t use them because they don’t have them, don’t have enough servers, or some other reason. It’s not ideal, but I wouldn’t call it an abuse - your bishops may agree, and hence the answer (or lack of) that you weren’t happy about.Also many of parishes in India do not use Communion plates. I had written letter to National Bishop Conference to take necessary steps to avoid this liturgical abuse. But till now no actions taken. Again its against what Church teaches in Redemptionis Sacramentum paragraph 93.
I also second the COVID-19 question raised by @Montrose above. Is this recent? Is the denial of confession in the same time frame?
ETA: Please understand, I’m not trying to accuse you or excuse errant clergy, but we frequently see reports of problems on this site that are actually differences of preference or simply the result of being unhappy with a just decision.
