It’s not illegal if the government legislates it.
It may be legal, but it is still stealing. Consider all that the United States legally took from Native Americans and other land grabs by the federal government, even for military purposes. Stealing nonetheless.

Technically speaking, if wasn’t against the law, it’s not illegal. Abortion is legal in this country.

Indubitably the Israelis duly compensated the Palestinians whose land they seized at gunpoint.

Well speaking legally yes, and it wasn’t legally murder either, nor is abortion legally murder. Of course under divine law they are still quite guilty
 
What were the Romans doing while they paid the Barbarians to fight their wars for them?
The Romans required mercenaries to maintain order because their Empire was too large for Roman forces alone to control. Nothing to do with morality.
What was Nero doing with little boys and teen-agers while Rome was burning?
I’d hardly consider the Great Fire of Rome to be an example of its decline or fall anymore than I’d consider the wildfires raging in the West to herald the end of the United States.

Rome had become so soft it couldn’t even defend it’s city’s borders against the invaders.

But maybe you can answer this, were they using the Barbarians to conquer Gaul, Germanica, and Britannica?

Obviously not from the martyrs’ perspective.

Rome was saturated with blood lust and sex lust. That was it’s downfall.

Payment doesn’t mean that the land wasn’t stolen. If the person owning the land didn’t have it for sale, being paid for it doesn’t wipe out the fact it is still theft, although legal theft.

If a woman has a man force himself on her & then he leaves her a couple bucks after the fact, does that mean she’s a prostitute?
