I never did come across a definitive (i.e. magisterial) answer to whether a confessor may impose a *penance *consisting of revealing one’s sins to civil authorities. I’ve seen conflicting comments here on CAF when it comes to that question.
Here’s the canon.
It does not add the qualifier “as a condition for absolution”. It says “in any manner and for any reason”.Can. 983 §1. The sacramental seal is inviolable; therefore it is absolutely forbidden for a confessor to betray in any way a penitent in words or in any manner and for any reason.
