Hi regreib,

God is perfect, which means that he lacks nothing that is good. He does not lack power, as there his nothing He cannot do.He does not lack knowledge. And he cannot change, because if He could, he would not be perfect.

The Book of Wisdom speaks at length of God’s nature.

Is it scriptural to apply these attributes to God: omnipotent, omniscient, immutable or impassive?

Yes.
Omnipotent (all powerful): Creation narratives that all that is came to be by the power of his word. Also, see Gen 17:1; 28:3; 35:11; 43:14; 48:3 49:25; Exodus 6:3; Ezekiel 10:5; Revelations 4:8; 11:17.

Omniscient (all knowing): Esther 14:14 (chapter not in Protestant bible); 1 Cor 2:10; Ecclesiasticus/Sirach 23:29 Douay; 23:19-20 RSV-CE (book not in Protestant bible); Ps 138:3-5 Douay
There are many more that speak of God’s knowledge.

Immutable (unchangeable): James 1:17; Ps 101[102]:27-28; Isaiah 46:10; Malachi 3:6

Impassive: ?? Do you mean that God is not subject to physical laws of occupied space?? (as Our Lord’s risen body was said to be impassible - that is, it could pass through walls.) If so, there is the instance of Jesus passing thru into the room where the apostles were gathered. But primarily, the fact that God is Spirit (John 4:24).
