Where in the OP did you get that it was the Bishop who dictated this variation? I looks to me like this is the personal choice of either the priest or the litugical planner.Dear Rich, SFO
Contrary to your statement regarding the GIRM & RS the Bishop can “override” / implement directives in his own diocese. As well as religious houses can and do operate under their own Customary and this chapel that is in question belongs to a college which is operated by the Dominicans.

Neither did the OP make any reference to the Dominicans. What document can you cite that says that the Domincans can disregard the GIRM other than at Masses said in community?
I disagree with your idea of the Bishop being able to over ride an official Church document. RS (issued by the Pope’s authority) is very clear that priests nor Bishops can make changes to the Mass on their own initiative. This is why there is a process to request a variation as was done for the US regarding kneeling for the whole Eucharistic Prayer and after the Agnus Dei.
