I do not doubt that ISIS is unspeakably brutal. We shouldn’t downplay that. However, I am not sure they are unique among insurgent/terrorist groups in that regard.
Here in the US, we know that the incidence of urban violence correlates with youth unemployment. I am not sure the situation in Iraq, where the US paid for the establishment of Sunni militias, is all that different. If people, particularly young men, have little constructive to do and they are disillusioned about a meaningful future, it tends to make them angry and reckless.
This current conflict is thriving because of the political situation. Resolving it will take more than military power. Unfortunately, the government in Baghdad does not seem to understand that.
Prime Minister Nuri Kamal al-Maliki has presented himself as the man who could bring Iraqis together, but with the collapse of his army before a Sunni militant assault, he has taken on only one role — that of commander in chief of Iraq.
He is spending much of his time on the military side of the presidential compound, while some of his close civilian aides have taken to wearing starched military fatigues. He spends the better part of his day running the war.
