The key point is that this is SOP.
What is different is Putin’s public acknowledgement; some this this as peculiar grooming.

When will the sanctions bill be executed?

Might even be an olive branch. Russia has been pilloried in the media as being the devil nation in the media’s campaign to impeach Trump, and to the point that I imagine the administration is wary of even doing things vis-à-vis Russia that are advantageous to the U.S.

In no way excusing Russia’s revanchism, there could be common interests. If nothing else, the adventures in eastern Ukraine and Syria are bound to be expensive for a country having an economy smaller than many nations with half the population.
