I think they are two unrelated cartoons. I think the speed bump was just a cartoon showing that the person was going too fast and flew into the air when he hit it.

Just a guess, though!

EDIT: No, “Speed Bump” is the name of the cartoon series. That’s the logo, I think. I just Googled it.
